A scheme similar to this was launched for urban people in 2015 which were known as Housing for All by the year 2022. In this programme, the financial support was provided worth 1,100 USD in plain areas of the country and 1,200 USD in the terrain areas to build houses. These houses have basic amenities such as LPG connection, power connection, toilet and drinking water facility. Indira Awaas Yojana (IAY) was launched in 1985 and remains the component of the Rural Landless Employment Guarantee Programme (RLEGP) and afterward included with Jawahar Rozgar Yojana (JRY) in 1989 and started to execute independently since 1996. The scheme then further make advancements by providing assistance to the widows, defense personnel, ex-servicemen and retired members of the paramilitary forces who want to be in rural areas for the time they obtain basic eligibility standards.
Since India is a populous and poor country, the necessity of proper housing for the refugees and villagers persisted to be focussed for Government’s Welfare Schemes since independence. As a result, several welfare schemes are going on since 1950 like Housing Scheme. A fund was also created in 1983 for building homes for Scheduled Castes (SCs) and Scheduled Tribes (STs) under the RLEGP i.e. Rural Landless Employment Guarantee Programme. This further gave rise to IAY in the year 1985-86.
What is Indira Awaas Yojana?
Every individual has the right to have fundamental human needs of food, shelter, and clothing. The Ministry of Rural Development in India manages the rural development and their fundamental needs. IAY deals with these problems of housing and undertakes to provide shelter to the homeless people in India. This scheme is responsible to fulfil the basic needs of the people living in the rural areas below the line of poverty in India (BPL).
About 25.2 million houses are built under Indira Awaas Yojana since 1985. Around 60 lakh houses were supposed to be built under Phase 1 of this programme from 2005-06 to 2008-09 all over India. But 71.76 lakh houses were built by paying Rs 21720.39 crore that was more than the targeted one. The target got doubled in the next five-year plan and about 85 lakh houses were made in those recent years.
Indira Awaas Yojana is monitored by monthly reviews and annual reports. The Area Officers of the States and Union Territory supervise the strategies and check whether everything is executed according to the recommendations or not.
The online monthly monitoring method was implemented in 2007. With this proposal, DRDAs can upload the progress report month wise straight to the website. The process was further simpler using AWAASsoft.
During 2012-13, the government has the budget of Rs 11075 crore for the rural home. This is certainly an outstanding proposal for providing housing to the rural people.
